POSITION TITLE-GENDER ADVISOR

PURPOSE OF THE POSITION
World Vision (WV) has recently been awarded a multi-million EUR grant from the European Union (EU) to lead a consortium of partners to implement their Accelerating Health Agriculture and Nutrition (AHAN) project under pillar three of the EU Partnership for Improved Nutrition in Lao People’s Democratic Republic (PDR). Consortium partners include World Vision Australia (lead) with 4 implementing partners: World Vision Laos, Agronomes et Vétérinaires Sans Frontière (AVSF), Green Community Development Association (GCDA) and the Burnet Institute.  
The AHAN Project has the Overall Objective of creating supportive conditions for enhanced household (HH) nutrition through the following Outcomes: 1) Improved access to and availability of sufficient and/or diverse foods year round; 2) Improved dietary and care practices among Women of Reproductive Age and children under 5; 3) Reduced incidence of selected Water, Sanitation and Hygiene (Gender) related diseases/illnesses linked to undernutrition; 4) Improved gender equitable relations at the HH level, particularly in decision-making and distribution of workload; and 5) Strengthened multi-sector coordination and support for nutrition. The project will be implemented across three provinces (Savanakhet, Saravan and Attapue) and 12 districts of Lao PDR over 48 months.
In addition to the EU Grant, WV has secured additional ANCP funding from the Australian Government which will build on the AHAN program in Saravan, increasing the scope of villages and activities implemented in Saravan Province including a focus on disability inclusion.
The Gender Advisor will provide technical support and leadership to Outcome 4 activities, and will ensure that gender-sensitive and disability inclusion programming is being addressed across all project activities in coordinating with other sector leads. This includes:
  • Input into the participatory gender analysis that aims to understand the roles and norms for women/girls and men/boys, and the levels of power within a household and in their communities; the different needs, constraints and opportunities of each group; and the impact of these differences in their lives within the project’s context;
  • Adapting the Community Change for Social Action (C-Change) approach and curriculum to address harmful gender roles and relations that impact nutrition outcomes;
  • Oversee implementation of C-Change for Gender including training, support and mentoring of village leaders
  • Identify and distribute labour saving technologies for women based on gender study findings and community-identified priorities, in collaboration with the Economic Development Advisor
  • Lead disability inclusion activities



MAJOR RESPONSIBILITIES
Objective 1. Implementation of gender and disability activities according to the AHAN project design
  • Mainstream gender responsiveness across the project
  • Monitor and assess implemented activities using a gender responsive framework
  • Ensure disability inclusion in the AHAN Saravan project
Objective 2: Coordination and reporting within World Vision and with Partners
  • Liaise with National Office technical departments for support and orientation towards the WVI strategy
  • Clarify and elaborate district activity reports for submission to the Program Manager and the Technical Team Lead
  • Ensure incorporation of lessons learned and data analysis into activity implementation
Objective 3: Budget follow up
  • Follow-up expenditure related to Outcome 4 and plan for future spending, in close collaboration with the Operational and the Technical Team Leads
Objective 4: Logistic functions related to the Gender & Disability Plan
  • Technical follow up and validation of procurement related to Outcome 4 activities
  • Follow-up distribution and utilization of Labor Saving Technologies
Objective 5: Relations with local authorities and partners
  • Coordinate and exchange information with INGO, local NGO and the Lao Gender Network
  • Coordinate with GoL local authorities through agreed reporting system and alignment to national guidelines

    Location
The Gender Advisor will be based in either Savannakhet or Vientiane with frequent field travel to target districts. Location of the position will be reviewed after the first year.

1. Leadership of all Gender activities - Plan, direct and implement with operation team all aspects of project implementation related to Gender activities, including ensuring that all Partners meet their obligations under the project, and meet WV and EU compliance standards.
Provide guidance and technical leadership for disability inclusion activities.
2. Collaboration and Coordination - Manage proactive and responsive relationship with Project Partners, Government stakeholders, and other partners in the field, under the direction of the Technical Team Lead (Integrated Nutrition)
3. Monitoring, Evaluation, Reporting and Communication - Establish and maintain effective project reporting, monitoring, evaluation, and communication systems.  Submit timely accurate and professional reports that meet donor and WV requirements
4. Financial management - Manage project budget within approved spending levels and ensure accurate and timely financial reports to WVA, who then submits to the donor.
5. Learning Evidence - Consistently look for more effective and efficient implementation methods and opportunities to increase impact. Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.
6. Networking and Advocacy - Ensure WV is taking a lead role in Gender in the area of implementation, including seeking cooperation for joint advocacy opportunities

KNOWLEDGE, SKILLS AND ABILITIES
  • At least a University degree and 5 years’ experience in community development with a focus on Gender.
  • Experience supporting Gender implementation in NGO context
  • Experience in disability inclusion
Minimum education, training and experience requirements to qualify for the position:
  1. Degree in Sociology, Psychology, Social Science, Gender Studies or similar fields; postgraduate studies in a relevant discipline related to gender is desirable
  2. Knowledge of current best practice in gender equality and experience integrating this into programs in developing country contexts
  3. Minimum 5 years demonstrated experience in gender and women’s empowerment with in-depth understanding of key challenges and opportunities within the domains of agriculture, nutrition and health. Understanding of and experience in conducting gender analysis using participatory methodologies will be desirable
  4. Demonstrated experience in development work, including program logic, theory of change, and community empowerment
  5. Good understanding of Lao Government policies, laws, and institutions on gender and ability to work together with various stakeholders
  6. Ability to work strategically, and to function efficiently and effectively with little day-to-day supervision
  7. Excellent management and administrative skills, including use of Microsoft office
  8. Ability to provide technical guidance, to train and mentor operations staff, and to work collaboratively and respectfully with others
  9. Excellent oral and written communication skills in English and Lao
  10. Willingness to travel to the districts and villages on a frequent basis
