TitleAccountant: USAID Laos Microenterprise.  Based in Xiengkhouang – 1 position (Lao National Only)
Description of the position, qualifications and experiences required
Since 1963 and in 146 countries, ACDI/VOCA has empowered people in developing and transitional nations to succeed in the global economy.  Based in Washington, D.C., ACDI/VOCA is a non-profit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security to promote broad-based economic growth and vibrant civil society.  ACDI/VOCA currently has approximately 36 projects in 18 countries and total revenues of $128 million.
OVERVIEW:
ACDI/VOCA has obtained an operating permit for Lao PDR and is currently in the process of agreeing a Memorandum of Understanding with the Lao Ministry of Agriculture and Forestry to implement a development Activity in phases up to September 2023.  The Activity is entitled USAID Laos Microenterprise.  The objective of the Activity is to contribute to overall socio-economic development in Lao PDR, specifically focusing on microenterprises (primarily smallholder farmers). 
JOB SUMMARY:
The accountant is responsible for the day-to-day processing of accounting transactions, ensuring accurate data entry, and adherence to ACDI/VOCA policies and procedures.  The position reports to the Finance and Accounting Manager. The position will be based in Xiengkhouang Province.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Prepares payroll payments for local employees, including calculating, withholding and recording all applicable income taxes and other social payments based on Laotian tax rules and other ACDI/VOCA discretionary benefits;
  • Prepares accounting vouchers (payroll allocation, month-end recurring entries, etc.);
  • Reviews vendor payment requests to verify that they are properly documented.  Prepares corresponding vendor disbursement voucher for submission to Finance and Accounting Manager for review and Chief of Party (COP) for final payment approval;
  • Records vouchers entries in the QuickBooks accounting system and ensures that all the transactions are properly coded per the ACDI/VOCA chart of Accounts;
  • Assists the Finance and Accounting Manager in reconciling the Balance Sheet Accounts;
  • Processes employee TGERs ensuring they are properly documented, per diem rates used are accurate, travel authorization and trip reports have been submitted;
EDUCATION & EXPERIENCE REQUIREMENTS:
  • Bachelor’s degree in accounting or related field;
  • CPA/ACCA or equivalent certification preferred;
  • Minimum five years of experience in financial management or equivalent;
  • Sufficient knowledge of accounting standards and government of Laotian tax laws and regulations;
  • Good administrative and organizational skills; record keeping and filling systems. Good problem solver, self-starter and innovative, good communication, leadership and reporting skills;
  • Experience with US government project procedures, policies and compliance requirements are highly preferred;
  • A strong command on Microsoft Office Word, Excel, QuickBooks and other relevant computer applications;
  • Must be able to communicate in English.
